Le président de la République Démocratique du Congo, Joseph Kabila Kabange vient d’arriver en Ville de Beni l’après midi de ce mercredi 29 octobre 2014. Il arrive dans cette ville du Nord de la Province du Nord Kivu pour réconforter la population après les massacres qu’a connu la zone durant la première quinzaine du mois d’octobre de cette année.
Joseph Kabila ne s’est pas encore exprimé, sauf une rencontre à huis clos avec des responsables militaires présents dans la zone. Mais des sources officielles informent que le Président pourrait donner un meeting populaire à la Tribune du 08 Mars à Beni. Le Chef de l’Etat vient rencontrer dans la zone, d’autres autorités du pays qui avaient déjà donné le gout des mesures sécuritaires prises pour sécuriser la population, des mesures qui tardent à éradiquer l’insécurité autour de Beni. La nuit de ce mardi à mercredi, les services de sécurité ont déjoué une attaque des présumés ADF autour de la Station Pétrolière de Ngadi à quelques 6km au Nord du centre Ville de Beni, une zone actuellement très dangereuse mais hautement surveillée par les services de sécurité. Ngadi, c’est ce périmètre où fut assassiné en janvier dernier le Colonel Mamadou Moustapha Ndala et où le 17 octobre dernier, près de 13 personnes ont été massacrées par des présumés ADF. L’attaque de ce mardi soir aurait fait au moins 1 mort parmi les assaillants. Plus loin de là, à Mayi Moya, au Nord de Oїcha, une autre attaque a eu lieu contre un camp des FARDC ce même mardi soir. Là aussi l’on dénombre au moins deux morts : un militaire loyaliste et un ADF présumé.
Joseph Kabila face aux défis du Nord Kivu
Ces attaques à la veille de l’arrivée du chef de l’Etat dans la partie, illustrent combien le défis est encore énorme. Au défi sécuritaire que vient rencontrer le chef de l’Etat congolais il faut ajouter celui des routes de desserte agricole et d’autres, d’intérêt national qui souffrent de la plus grande impraticabilité dans la zone. Un autre défis au quel fait face la zone, c’est le manque d’électricité et d’eau potable. Notons que le Chef de l’Etat, Joseph Kabila vient de Kisangani où il a inauguré et inspecté plusieurs actions de modernisation des infrastructures sociales dans la ville de Kisangani, en Province Orientale. Au Nord Kivu, le reste du programme du rais n’était pas encore rendu officiel jusque la soirée de ce mercredi 29 octobre 2014. Le chef de l’Etat a été accueilli à l’aéroport de Mavivi à Beni par le ministre national de l’intérieur, affaire coutumière et décentralisation Richard Muyej Mangez Mans, ainsi que d’autres autorités notamment administratives et militaires dont le Gouverneur du Nord Kivu, Julien Paluku et une foule compacte de militants de différents partis politiques. Ensuite, Joseph Kabila est allé s’installer dans sa résidence de Beni, a-t-on informé.

The president of the Democratic Republic of Congo, Joseph Kabila Kabange has just arrived in City of Beni the afternoon of this Wednesday 29 October 2014. Joseph Kabila facing challenges of the North Kivu
These attacks on the eve of the arrival of the chief of the state in the part, illustrate how much challenges are even enormous.
