54th Birthday of the independence of the RD Congo: Joseph Kabila and Julian Paluku convinced

Incroyable ! A l’occasion du 54ème Anniversaire de l’accession de la République Démocratique du Congo à la souveraineté nationale et internationale, tandis que les Congolais restent interrogateurs ou indécis, deux hommes politiques ont bien parlé : l’affirmation d’une RD Congo mature et la reconnaissance de l’apport des vrais amis ressortent clairement de leurs discours officiels.

De toutes les grandes idées développées, il faut retenir que la fierté Congolaise pointe de nouveau à l’horizon et pourrait désormais commencer à s’inviter dans les « grands salons »   du monde. Pourtant, certains propos laissent encore planer le doute sur la sauvegarde du processus démocratique par le régime Kabila. Après avoir lancé la RD Congo en bonne orbite, ne risque-t-il pas de provoquer une chute vertigineuse de la fusée communautaire et briser ainsi l’espoir renaissant de tout le peuple ?

Il aurait trahi ! Son clan politique aurait mêmement trahi ! Avec eux, tout le peuple Congolais aurait trahi l’Afrique de n’avoir rien fait pour capitaliser les acquis de l’accompagnement des pays frères et amis.

Dans leurs adresses aux peuples Congolais, Joseph Kabila et Julien Paluku sont convergents pour louer les Pères de l’indépendance et démontrer les réussites engrangées contre l’ennemi du pays. Mais il faut leur dire qu’il est temps que le peuple Congolais rende un honneur mérité à ses héros en hissant ce pays de Lumumba et avec lui l’Afrique toute entière à la hauteur de leurs rêves ! Certains pays et dirigeants Africains le font déjà, tels le Ghana, la Tanzanie, le Nigeria, le Botswana, … Nous ne le dirons jamais assez ; c’est de bonne démocratie qu’ils ont bâti la cohésion nationale politique, économique et sociale, gage d’un développement harmonieux et durable.

Démonstration de force

Dans sa recherche de la paix, la RD Congo a pris l’option de la professionnalisation de son armée et les fruits sont visibles : le Nord Kivu commence à humer l’air frais d’une paix retrouvée, et le Gouverneur Julien Paluku a eu raison de rappeler le long chemin parcouru et parsemé des trahisons et des compromissions dangereuses de la part de bien d’acteurs.

Finalement, les actions politiques et diplomatiques n’étaient que fumer tant qu’une persuasion par la force n’était pas déclenchée contre les M23 et les autres groupes armées. Hier, les chars de combat et autres matériels de guerre étaient plus qu’un discours sur la renaissance de la RD Congo à la face du monde. A ceux qui n’ont pas d’oreille pour écouter et négocier dans la fraternité, on montre une bonne gâchette ! Dans toutes les villes du pays, des défilés militaires étaient au rendez-vous. Où est la maturité des Africains ! Comment bâtirons-nous des Communautés d’excellence avec le Rwanda et l’Ouganda, à l’instar du Benelux dont rêvait la Belgique en proposant à ses anciennes colonies de construire la CEPGL ?

Espérons que ces défilés n’étaient pas aussi pour nous imposer d’obéir à la révision constitutionnelle ! Non, Joseph Kabila aura donné une bonne leçon de citoyenneté responsable en respectant la Constitution. Quels bons hommages ne recevra-il pas des Citoyens Congolais, témoins de son si bon discours !

Affirmation des ambitions d’émergence internationale

La RD Congo, un pays émergent à l’horizon 2030 ; quelle si belle ambition ! Pourvu que des actions suivent. Le régime de Joseph Kabila a bien quelques hommes crédibles comme Moïse Katumbi et Matata Ponyo. Quoi de plus beau et réaliste que les « Les Cinq Chantiers » pour un pays si en retard que la RD Congo ?

Pourtant, tant que la décentralisation ne suivra pas, ce plan de développement trop centralisé à Kinshasa ne portera pas tous les fruits attendus. Il faudrait des hommes providentiels comme Moïse Katumbi ; et même ceux-ci n’auraient pas assez d’yeux pour voir les besoins de tous.

Appel à la cohésion contre toute trahison

De 1980 à 2013, la trentaine d’années de désordres et d’incertitude a engendré des traitres. Certains de nos fils légitimes et illégitimes (Bosco Ntaganda ne s’est révélé être un sujet Rwandais que devant la CPI à La Haye) sont aujourd’hui en mauvaise posture. Cette trahison a détruit nos ressources intellectuelles, matérielles et naturelles. Il faut reconstruire sur beaucoup de plans ; non seulement économique et social, mais aussi culturel.

Plus urgemment, il faudrait un « vrai dialogue » interne ou tout au moins concrétiser les acquis des Concertations nationales pour un bon départ vers une paix sociale durable et participatif. Les traitres pourraient s’expliquer avec l’histoire qui seule est le vrai juge.

A côté de ceci, le régime de Joseph Kabila devrait reconsidérer la sauvegarde du processus démocratique comme une condition nécessaire au pardon, à la réconciliation et à la reconstruction nationale.

Consolidation du processus démocratique

Pour l’heure, il s’agirait simplement de rester honnête envers le Souverain primaire et son Serment Constitutionnel.

Mais pourquoi devons-nous nous époumoner avant même que le mandat n’arrive à son terme ? Joseph Kabila ne serait-il pas assez sage pour rester intègre et égal à lui-même ? Pourtant, dans son discours d’hier le Président Joseph Kabila est resté le même homme dans ses grandes déclarations et son optimisme ? Peuple Congolais, soyons patients et attendons la fin du mandat électoral en 2016 pour voir et entendre toujours plus de bonnes révélations de nos dirigeants : ils ne seraient pas le plus mal éclairés en Afrique ! Leurs si bons discours d’hier peuvent nous en convaincre.

Conclusion

Ce qui manque à nos commentaires, c’est la joie inconditionnelle des Congolais et sa fierté incomparable. Un Pasteur du Réveil l’a dit hier dans son homélie en réitérant son appel au devoir de « Consolider la Paix et l’Unité » (Eph4, 3) :

«  J’aime le Congo et je resterai Congolais malgré les guerres.

Ayons toujours un bon langage, un langage positif sur ce pays : un jour, ça marchera.

La RD Congo est incomparable.

Pourquoi nous diviser ? Pourquoi nous entretuer ? Pourquoi nous enlever les uns les autres ? La Bible ne dit-elle pas : « Celui qui tue par l’épée, périra par l’épée » ?

Si tu émets ta pensée et qu’elle est refusée, ne quittes pas le groupe. Une autre fois, on t’écoutera. »

Oui, la paix a un prix : l’écoute et l’acceptation de l’autre en sont un fondement. Joseph Kabila et tous les autres politiciens doivent dialoguer et se mettre tous à l’écoute véritable du peuple Congolais. En cette si petite condition, leurs discours et leurs actions feront transparaitre de la sagesse.

Incredible! On occasion of the 54th Birthday of the accession of the Democratic Republic of Congo to the national and international sovereignty, while Congolese remain interrogatory or undecided, two politicians spoke well: the affirmation of a mature DR Congo and the recognition of the true friend countries contribution clearly take out again throughout their official speeches.

Through all big developed ideas pointed again on the Congolese pride at horizon and could begin henceforth to invite itself in the “Big Lounges  » of the world. Yet, some subjects let hover the doubt again on the safeguard of the democratic process by the Kabila regime. After having launched the DR Congo in good orbit doesn’t it risk to provoke a dizzy fall of the communitarian rocket and to break the resurgent hope thus of all the people?

It would have betrayed! Its political clan would also have betrayed! With them, all the Congolese people would have betrayed Africa not to have made anything to capitalize acquirements of the brother and friends countries accompaniment.

 

In their addresses to Congolese people Joseph Kabila and Julien Paluku are convergent to praize Fathers of the independence and to demonstrate successes stored against the enemy of the country. But it is necessary to tell to them that it is time that Congolese people returns a honor deserved to his heroes by hoisting this country of Lumumba and with him whole Africa to the level of their dreams! Some countries and African leaders already make it, such Ghana, Tanzania, Nigeria, Botswana … We will never say it enough; it is on good democracy that they built the political, economic and social national cohesion, aiming of a harmonious and lasting development.

Force demonstration

On the peace searching DR Congo took the option of the professionalization of its army and fruits are visible: the North Kivu begins to inhale the cool air of a peace recovered, and the Governor Julien Paluku overcame to recall the long browsed path and sprinkled of treasons and of compromised them dangerous on behalf of good of actors.

Finally, the political and diplomatic actions only smoke so much that a persuasion by strength was not triggered against the M23 and the other armed groups. Yesterday, chariots of fight and other materials of war were more than a speech on the rebirth of the DR Congo at the face of the world. To those that don’t have an ear to listen and to negotiate in the fraternity one shows a good trigger! In all the cities of the country some military parades were to the appointment. Where is the maturity of Africans! How will we build Communities of excellence with Rwanda and Uganda does have the instar of Benelux of which dreamed Belgium while proposing to its old colonies to construct the CEPGL?

Let’s hope that these parades were not also to impose us to obey the constitutional revision! No, Joseph Kabila will have given a good responsible citizenship lesson while respecting the Constitution. What good homages he won’t receive from Congolese Citizens, witnesses of his so good speech!

Affirmation of international emergence ambitions

The DR Congo, an emergent country on the horizon 2030; what so beautiful ambition! So long as actions follow. The regime of Joseph Kabila has some believable men well as Moïse Katumbi and Matata Ponyo. What besides beautiful and realistic that the Kabila « Five Yards” (Electricity, Education, Health, Water, Roads) for a country so late like the DR Congo?

Yet, so much that decentralization won’t follow; this plan of development too much centralized in Kinshasa won’t carry all waited fruits. The providential men would be necessary as Moïse Katumbi; and even these would not have enough eyes to notice needs of all people and regions.

Call to the cohesion against all treason

From 1980 to 2013 about thirty years of disorder and uncertainty generated traitors. Some of our legitimate and illegitimate sons (Bosco Ntaganda didn’t prove to be a topic Rwandan that before the CPI in The Hague) are today in bad stance. This treason destroyed our intellectual, material and natural resources. It is necessary to rebuild on a lot of plans; not only economic and social, but also cultural.

More urgent, a “true dialogue” would be necessary internally or at least to concretize the last national dialogue acquirements for a good departure toward a lasting social peace and participative. Traitors could explain themselves with history that alone is the true judge.

Next to this, the Joseph Kabila regime should reconsider the safeguard of the democratic process like a necessary condition to the forgiveness, to the reconciliation and the national reconstruction.

Funding of a safe democratic process

For the hour, Joseph Kabila would be merely about remaining honest towards the “Prime Ruler” and it’s Constitutional Vow.

But why must us to yell before even that the mandate doesn’t arrive to its term? Joseph Kabila is wise enough to remain integrates and equal to himself. In yesterday speech did the President Joseph Kabila remain yet, the same man in his big declarations and his optimism? Congolese People, let’s be patient and let’s wait the end of the electoral mandate in 2016 to see and to always hear more good revelations of our leaders: they would not be the more pain illuminated in Africa! Their so good speeches of yesterday can convince us of this.

Conclusion

What misses to our commentaries, it is the unconditional joy of Congolese and there incomparable pride. A Pastor of the Awakening Christian Movement told it yesterday in his homily while reiterating his call to the duty “to strengthen the Peace and the unit” (Eph4, 3):

“I like DR Congo and I will remain Congolese in spite of wars.

Always have a good language, a positive language on this country: one day, it will change and turn to glory.

The DR Congo is incomparable.

Why to divide? Why to kill each other? Why to kidnap one another? The Bible doesn’t say:  » The one that kills by the sword, will perish by the sword « ?

If you give out your idea and it is not considered don’t leave the group. Another time, one will listen to you. « 

Yes, the peace has a price: listening and the acceptance of the other is a foundation of it. Joseph Kabila and other politicians must converse and must much to the real needs of Congolese people. In this so small condition their speeches and their actions will make transparency of wisdom.
