(English version down this) l’occasion du 15ème Sommet de l’OIF à Dakar au Sénégal, le président français François Hollande a promis que la Francophonie et la France sont prêtes à soutenir l’opposition contre les gouvernements africains qui tenteront de modifier la Constitution
Les propos de François Hollande sont sans doute un avertissement aux responsables politiques africains qui actuellement sont sur la piste de la modification de leur Constitution. En RDC, au Rwanda, au Congo Brazzaville pour ne citer que ceux là, en Afrique, le gout du pouvoir est loin d’être satisfait dans le chef des dirigeants actuels. En lançant que la France se rangerait du coté des opposants pour faciliter le départ des dirigeants qui auront tenté de se maintenir au pouvoir, le président français a touché dans l’œil de certains dirigeants africains. Dores et déjà, le Rwanda par le biais de sa ministre des affaires étrangères, Mme Louise Mushikiwabo a protesté qu’un président français ne doit pas venir à Dakar pour vouloir donner des leçons aux africains. La ministre rwandaise en se confiant à France 24 avait dénoncé une attitude «paternaliste de la France». « Je trouve ça gênant qu’un président qui est avec ses pairs, ici, au sommet de la Francophonie ne vienne pas discuter avec eux, mais dicter ce qui devrait se passer dans leur pays », s’était-elle indignée.
Discours peu commenté à Kinshasa
La République Démocratique du Congo est aussi actuellement confronté au défi démocratique du respect de sa Constitution. Joseph Kabila, qui est à la fin de son deuxième mandat aurait l’ambition de modifier l’article 220 de la Constitution en vue de se maintenir au pouvoir. Contrairement au Rwanda dont la réaction contre le discours de Hollande à Dakar n’a pas tardé, la RDC garde un silence jusque là. En revanche, dans son discours, Joseph Kabila s’était limité à venter le bilan de ses deux années passées à la tête de l’OIF, reconnaissant des efforts des pays francophones pour pacifier le Mali, la République Centrafricaine, la RDC, la Tunisie etc. Cependant du coté de l’opposition congolaise, le discours de Hollande à Dakar est sans doute une bonne nouvelle pour une opposition dont les manifestations sont régulièrement réprimées et des membres jetées en prison sur la question de la révision de la Constitution. Reste que le président français joigne la parole à l’acte mais dores et déjà cette démarche ne semble pas pouvoir passer facilement au près de plusieurs membres de l’OIF qui risquerait un déchirement en cas d’implication de cette organisation dans la gestion des « politiques intérieures africaines ». Cependant, ceci serait une bonne nouvelle pour les populations africaines, pourvu que l’implication française ne serve pas des intérêts français au détriment des ceux des populations africaines.

On occasion of the 15th Summit of the OIF in Dakar at Senegal, the French president François Hollande promised that the France and, OIF the regrouping French speaking countries are ready to sustain the opposition against the African governments that will tempt to modify the Constitution
Subjects of François Hollande are probably a warning to the African policy responsible that are currently on the track of the modification of their Constitution. In DRC, Rwanda, Congo Brazzaville let us only mention this, in Africa, the liking of the power is far from being satisfied. Launching that France would support objectors to facilitate the departure of leaders that will have tempted to maintain themselves to the power, the French president touched in the certain African leader’s eyes. Gild and already, Rwanda by the slant of her foreign minister, Mrs. Louise Mushikiwabo protested that a French president must not come to Dakar to want to give lessons to the Africans. The Rwandan minister as confiding at France 24 had denounced a "paternalistic attitude of France ". “I find bothersome that a president who is with his equals, here, to the summit of the OIF countries members, doesn't come to discuss with them, but to dictate what should happen in their country ", was indignant himself, Louise Mushikiwabo.
Speech little commented in Kinshasa
The Democratic Republic of Congo is confronted as currently to the democratic challenge of the respect of its Constitution. Joseph Kabila, who is at the end of his second mandate, would have the ambition to modify the article 220 of the Constitution in order to maintain himself on the power. Contrary to Rwanda of which the reaction against the speech of Holland in Dakar didn't linger, the DRC keeps a silence until there. On the other hand, in his speech Joseph Kabila had limited himself to blow the balance of his two past years on the head of the OIF, thankful of French-speaking country efforts to pacify Mali, the Centrafricaine Republic, the RDC and Tunisia etc. However, in the Congolese opposition circle, the speech of Holland at Dakar is probably good news for an opposition whose demonstrations are regularly repressed and members thrown in jail about the question of the Constitution revision. Remain that the French president joins the speech to the act but right know, this gait doesn't seem to be able to pass easily to the other several members of the OIF that would risk a tearing in case of implication of this organization in the African domestic policy management. However, it would be good news for the African populations, so long as the French implication doesn't serve some French interests to the detriment of the African populations.
