Le deuxième de ces objectifs que tous les pays du monde ce sont fixés d’atteindre d’ici 2015 est loin d’être atteint en RDC. Nombreux des enfants sont ceux qui trainent encore chez eux faute des frais scolaires. La pauvreté de leurs ménages envoie leurs parents en faire des producteurs économiques pour le soutien à la survie du ménage.
Il n’est pas ainsi étonnant de voir en RDC, dans les grandes places, des enfants procédant à des activités de vente, ce qui s’appelle exploitation économique. Dans les villages, les rares enfants qui vont à l’école sont privés des cours chaque jour du marché. Ils sont ainsi presque pris en otage par leurs parents pour les aider à acheminer, au dos ou sur la tette, les vivres à écouler dans les marchés.
En République Démocratique du Congo, la Constitution prône la gratuité de l’école primaire, mais sur le terrain, la réalité est toute autre. Se justifiant par le fonctionnement ou les constructions à réaliser dans leurs établissements, nombreux responsables n’arrêtent de hausser les frais au jour le jour. Cette hausse vient rencontrer des ménages en mal de recettes et redonne de l’argument à ceux qui trainent à engager leurs enfants sur le chemin de l’école. Pour espérer atteindre l’objectifs 2 du millénaire : ASSURER à tous l’éducation primaire, la RDC doit poursuivre ses efforts à réduire ces obstacles.
Des efforts qui tardent à produire les effets
Actuellement le gouvernement de la RDC alloue chaque année un budget de plus à plus conséquent à l’éducation, cependant sur le terrain, les chefs d’établissements font autres choses, impunis ils fixent des frais à leur gré. En dehors des frais régulièrement reconnus, certains vont jusqu’à obliger le paie des uniformes et autres effets scolaires dans leurs établissement, à des prix de loin cher par rapport au marché. En RDC l’école appartient encore aux plus nantis, une histoire de luxe. Même si les autorités tentent d’interdire la pratique, sur le terrain, il s’observe un important problème de suivi, la plus part des écoles notamment privées où la pratique est courante, appartenant aux inspecteurs, chefs des pools, etc., bref, des autorités de l’EPSP, sensés pourtant faire appliquer ces instructions.
Un pas vers l’avant en Territoire de Lubero
En Territoire de Lubero, l’administrateur vient de promettre une implication personnelle dans l’application des instructions du ministre de l’EPSP. A l’occasion de la fermeture de l’année scolaire 2013-2014 et la remise des écoles construites par Save the Children en Territoire de Lubero, l’administrateur Bokele Joy a promis déployer la police dans les villages pendant les heures des cours pour s’assurer que tous les enfants sont à l’école. Aussi, les jours des marchés, aucun enfant en âge scolaire, soit agé au-delà de 6 ans ne sera autorisé d’entrer au marché pendant les heures des cours. Quiconque se fera attraper sera punis conformément à la loi, a prévenu Bokele Joy. Ce dernier a invité les parents de son Territoire à saisir l’occasion de construction des bonnes infrastructures scolaires dans son territoire pour scolariser leurs enfants En fait d’ici 2015, Save The Children attend construire 35 école en Territoire de Lubero dans le cadre de son projet Umoja, 25 on été déjà inaugurée et les autres sont en cours de construction. Mais pour encourager les parents à envoyer leurs enfants à l’école, l’administrateur de Lubero a promis prendre en charge deux jeunes fille sorties premières des leurs écoles, à l’Ecole Primaire Masali et Mutswambi, à l’est de son Territoire, des écoles déjà modernisées grâce à Save the Children.

This last invited parents of its Territory to seize the opportunity of good school infrastructure constructed in its territory to hire to school their children, in fact from here 2015, Save the Children team is about to construct 35 school in Territory of Lubero in the setting of Umoja project. However, 25 one been already inaugurated and others are under construction. But to encourage parents to send their children at school, the administrator of Lubero promised to take care of two girl total in his charge because these girls were first of their schools, this finishing school year. They study, one to the Masali primary school and another to Mutswambi, to the East of his Territory, where schools have already been modernized by Save the Children International humanitarian NGO.
